Qualifizierung§ 5 TVöD/TV-L/TV-H regelt die Qualifizierung:

„Qualifizierung dient der Steigerung von Effektivität und Effizienz des öffentlichen Dienstes, der Nachwuchsförderung und der Steigerung von beschäftigungsbezogenen Kompetenzen.“
